The Ministry of the Environment promotes a seminar with representatives of the Departments of Environment of the nine states that make up the Amazon to take stock of the implementation of the Rural Environmental Registry (CAR). The CAR is a georeferenced record with information on areas designated for Legal Reserve, Permanent Protection Areas (PPAs) and production areas, which became mandatory for all properties in the country with the approval of the new Forest Code, for more than two years, but only started to be implemented two months ago: the regulation, in the form of decree of the Presidency and Normative Instruction MMA, was published in the Official Journal in the first week of May.
The two-day workshop (23 and 24 July), which the program aims at “leveling the initiatives of the Federal Government and the states under the CAR-Amazon Fund projects / BNDES” and what happens at the Ministry in Brasilia also brings together representatives of the Chico Mendes Institute for Biodiversity (ICMBio), Ministry of agrarian Development (MDA) and Incra, with responsibility for the records in protected areas, in family farming properties and agrarian reform settlements, respectively.
Participants intend to identify priority areas defined by the states, combating deforestation, biodiversity protection and opportunities for cooperation between the states. The Amazon Fund, managed by BNDES has approved projects to structure the CAR and Environmental Adjustment Programs (PRAs) states, which will monitor and validate the recovery, restoration or native vegetation clearing in registered properties in the CAR, which do not meet the minimum percentage of legal reserve and requirements for PERMANENT Protection Areas maintenance (PPAs). There BNDES financing to assist in the integration of CAR that already exists in some states the Rural Environmental Registry System (SICAR) of the federal government and develop PRA monitoring systems.
In Amazonia, Acre, Amazonas, Maranhão, Pará, Rondônia and Tocantins have already approved projects in the Amazon Fund. Roraima is with project analysis and only municipalities in Mato Grosso have already approved projects.
For the director of Social Infrastructure, Environment, Agriculture and BNDES Social Inclusion, Guilherme Lacerda, it is essential that everyone involved in the process act together. “You have to build an integration for us to succeed,” he said. States have received guidance from MMA to prepare projects and MMA expects those who already have approved projects serve as an example to others, stressed Paulo Cabral, secretary of Extraction and Sustainable Rural Development MMA.
The CAR, according to the Secretary for Climate Change and Environmental Quality MMA, Carlos Klink, is an important tool for combating deforestation. But he stressed that the agenda includes the convergence between protection and production activities. “The Amazon Fund has a key role to continue the environmental protection strategy in the forest, together with a more efficient and sustainable agricultural production,” he explained. Reinforcing this idea, the director of Conservation of Biodiversity MMA, Carlos Scaramuzza, he stressed that it is essential to seek a new type of dynamic land use. “The goal of the MMA is to recover 12.5 million hectares of native vegetation,” he said.
The coordinator of Environment and Natural Resources of Incra, Carlos Eduardo Sturm spoke about the registration 7500 land reform projects, which include consolidated and colonization settlements, totaling 45 million hectares. “The goal is to finish until May 2015, when it ends the legal term,” he said. “We were excited because the CAR monitoring module will say exactly what the environmental liabilities of Incra, with a vision of the whole.
