The implementation of the Rural Environmental Registry (CAR) brought to the municipalities an additional challenge in the task of enforcing the new Forest Code.
Although the responsibility to provide the means to put into practice the CAR is in the hands of state governments, the action takes place even at the municipal level. Properly structured to fulfill the mission, municipalities can be important driver for environmental compliance in their territories.
First, promoting registration campaigns to CAR. Second, preparing to take part in forest management, ie qualifying for the functions of authorization and monitoring of deforestation and rural activities. Local governments have much condition to know the dynamics that occur in the municipal scale. They are closer to the reality of the owners and squatters.
The environmental regulation allows the municipality has more power over what happens in their limits, ensures a long-term planning helps to structure the recovery of areas, including landscape level. In the Amazon region, some municipalities already stand out as innovative initiatives in forest management. The case of Paragominas is the best known, but it is not unique. Experiments begin to spread through the region.
This is the case of Alta Floresta, Mato Grosso, which went out of the list by mobilizing farmers in the CAR record and reduce deforestation. The New Brazil municipality gave overcoming example, in record time, was able to register their farms, leaving the Red List of the Ministry of Environment and return to rural production, which was choked. It is the proof that with political will can make the CAR a reality.
Are specific examples that need to be contextualized, analyzed and disseminated in the name of forest conservation and environmental services. Without it, agriculture is going nowhere and lawlessness rule turns. More than ever, we need to support municipalities. And this is what the Inovacar intend to do to bring together representatives of states and municipalities in the Amazon during the II Experience Exchange Workshop on the CAR, which will be held in early December 2014.
