Ministers promise cooperation, but should remain measures to increase adherence to CARMonday March 5th, 2018
With three months to the deadline for enrollment in the Rural Environmental Registry (CAR), two-thirds of the properties are not registered and the government has not announced whether to start a campaign in the media to encourage memberships.
The CAR is considered the most important instrument of the new Forest Code, because it will identify the owners and properties across the country and its protected areas, Legal Reserve (mandatory percentage of native vegetation) and productive areas, with data that may be verified and monitored on satellite images. Properties that do not comply with the Code will have a term of up to 20 years to adjust, but the owners will have to sign terms of commitment to state authorities and may be removed from the register if they do not recover illegally deforested areas.
The number of entries released after the meeting of the ministers of Agriculture and Environment to state secretaries of the two folders, on Thursday (05/02) was only 132.2 million hectares, three months before the end of term from one year to the realization of 5.4 million entries. E represents 35.5% of the 371.8 million hectares estimated for enrollment.
Established by the new Forest Code in 2012, the time limit did not begin in 2014 and end on May 06, 2015. Last week, after saying in a statement that the deadline should be extended (the law only allows an extension and only one year), the Ministry of Agriculture had to change the wording at the request of the Ministry of Environment. On Thursday, the two ministers avoided speaking terms:.. “I will not talk about time because I need to work on real basis to know any extension strategy, how it will be done This will be combined with the Ministries of Agriculture and Agrarian Development We are making a huge effort with them [the states]. we agreed that we would do this meeting to have the baseline, “said Izabella Teixeira.
According to Katia Abreu, there will be an internal discussion, which will be submitted to the Presidency. President Dilma Rousseff will then decide on the extension or not. Abreu stressed that the extension can happen and not be for a year, but for two or three months. No public service campaign to call the producers to adhere unlikely this will happen even with comparisons of the CAR to income tax made by the minister Abreu, stating that Brazilians leave everything to the last minute.
For the Federal Public Prosecutor in Mato Grosso, Marco Antonio Delfino de Almeida, “Brazil is the land of postponements. There is a culture where people say, ‘This will then be extended’ and we see with concern the low number of applicants. Delfino de Almeida says that there is an orientation of ruralistas entities to wait to make the register.
The largest number of CARs was made in the North, where the registration has been around for years in states such as Mato Grosso and Pará. It is the migration of these CARs ( 44 000 only in Mato Grosso ), which guarantees the state the title of the largest area registered : 80%.
The Rio Grande do Sul, a state in which environmental organizations have denounced one boycott of CAR , is the flashlight with the lowest membership fee – only 0.19% of the registered properties.
Despite the difficulties, 60% of registered so far are small farmers. Large only did the CAR in states that have adopted the registration before it become national. “Some producers still have the fear that the confession will bring loss. But we are not looking for punishment, we are behind the legality, legal certainty and settlement, “said Katia Abreu, justifying the low uptake of large landowners, of which up to his inauguration it was one of the main leaders.
Before reports of the National Confederation of Agricultural Workers (CONTAG) problems in the CAR in some states, Minister Izabella Teixeira proposed a meeting every two months to discuss the topics of interest of family farming, the CAR and reset the agenda.”We will make new political arrangements and build dialogue in line with the interests of the country, showing the progress and the necessary changes, but we have to do the CAR to happen,” he said.
During the meeting, Izabella Teixeira and Katia Abreu reported that the two ministries will work together in order to increase the number of farmers who recover riparian forests (on river banks). Known as water producers, the owners receive financial aid for recovery and, according to the ministers, they are one of the priorities of the folders.
For the Secretary of Environment of the Federal District, André Lima, “the meeting was positive to show that the Rural Environmental Registration is a common responsibility and charge commitment of state secretaries in relation to the CAR, but progress is needed in concrete actions such as fund transfers , specifics of each biome and as will validation mechanisms of these registers. This is only the first step. “
