Disclosure of data CAR represents an important advance for forest policyTuesday November 29th, 2016
Brazil has taken on Tuesday (29/11) a major step towards transparency of the data of the Rural Environmental Registry, one of the main demands of the Forest Code Observatory (OCF). The disclosure of the public consultation module CAR with its filters made today by Environment Minister, Sarney Filho, and the general director of the Brazilian Forest Service (SFB), Raimundo Deusdará Son, offer to society and decision makers important tools to support public policies and promote social control over a number of actions with social and environmental impact.
In an opinion issued in 2014, the Center’s Forest Code stated that “the broad guarantee access to information related to the CAR and environmental regularization of rural properties and possessions in the SICAR is strategic and necessary element for the effectiveness of the Forest Code. In this sense, transparency is fundamental to the joints between the various government agencies for social control of compliance, as well as for the measurement of regularity by the actors of the productive chains, among other aspects of relevance. “
The new module data make it possible to make the crossing between the data of the Rural Environmental Registry, areas embargoed by IBAMA, indigenous lands and protected areas, creating better conditions for the process to validate the entries made at the state level. The implementation process of the Forest Code gets a major boost with the available data, which will be the basis for the market to monitor the implementation of the Code, requiring of its supply chain to fit the bill.
Important to note that, as announced by the director of SFB, the tool still needs improvements and that, as early as next month, there should be a new version, adding features beyond those presented in the event this Tuesday. Thus, it is important that different sectors of society to take ownership of the instrument and contribute to improvements.
It is also at this time, civil society, remain vigilant, working full transparency of information. This means the availability of specific data and the properties of their respective owners. After all, it is noteworthy, as there is no law that determine confidentiality, these data must be disclosed.
The Center’s Forest Code expects the schedule released by MMA and SFB be fulfilled in order to broaden the scope of available data, including, as soon as the Attorney General gives assent, the data of the owners. Active transparency of the CAR as a whole needs to be achieved, and the OCF is available to the society, the productive sector and federal, state and local governments, to support the implementation of the Forest Code.
